July 1 marks the anniversary of the U.S. Forest Service’s establishment of the National Forest System in 1907—the day the “federal forest reserves” were renamed “national forests.” Historian Char Miller wants to share his birthday wishes for them.

Not every anniversary deserves commemoration. Ordinarily, the 110th birthday of anything would not merit much attention, but there is little about our time that is ordinary, particularly not for those deeply concerned about the protection and maintenance of some of America’s most beloved landscapes—the 193 million acres that constitute our system of national forests, a system that was born in March 1907.

So, head to the kitchen, bake a (big) cake and dot it with 110 birthday candles; light’em up; and just before you extinguish the blaze, make a wish.

Mine is simple: that these public lands will remain public. That their management will become ever-more collaborative, inclusive, and resilient, and that that these alterations in management might insure that these treasured terrains will be around to greet their 220th.

Ok, that’s a lot of wishing (but then there are a lot of candles to blow out). Admittedly, too, there is little about these intertwined aspirations that is straightforward. This befits the occasion, though, for the establishment of America’s national forests was a complex and contested process—every bit as complicated as the contemporary debate over their presence and purpose. The traditional political history of their birth draws on the ideas of a three-generation set of academics, critics, scientists, and educators who, beginning in the mid-19th century, recognized that an industrializing United States was so rapidly exploiting its bountiful resources—whether timber, mineral, grass, or water—that the nation’s future was in doubt.

George Perkins Marsh’s Man and Nature (1864) is the iconic expression of this insight (and associated anxieties) and it served as the foundational text for much to the subsequent debate about how to regulate the land (and the people) to sustain the United States over time.(1) Twenty years later, George Bird Grinnell picked up Marsh’s mantle, arguing that setting aside what he dubbed “forest reservations” would help regenerate cutover lands and rebuild the economies that depended on these woodland-based resources.(2) In 1905, Gifford Pinchot, the Forest Service’s founding chief, reaffirmed the concept of sustainability embedded in Marsh’s and Grinnell’s vision when he announced the new agency’s mission: “the greatest good of the greatest number in the long run.”(3)

To make the case for durable management over time required moving heaven and earth, otherwise known as Congress. Its members had to embrace the notion that a portion of the federal public domain should remain in government ownership—a radical notion for many who believed that the best use of those acres was to get rid of them. Politicos also needed to accept that the best cabinet secretariat in which to locate these lands was not Interior, where they had been situated since the American Revolution, but Agriculture. Adding to the complexity of this drawn-out process was the need for a new social type—the forest ranger—and the development of laws and expertise that would enable these stalwart individuals to more effectively and conservatively manage our resources. There is much more to this story, of course, but many of the relevant legislative initiatives, executive actions, and judicial decrees tell the same tale: The institutionalization of the Marsh’s principles was a top-down affair.

Yet without bottom-up pressure from countless communities located in and around what would become first known as forest reserves, and after 1907, national forests, there would have been no political will to enact these important changes. The small Ashland (Oregon) Forest Reserve, like the sprawling San Gabriel Timberland Reserve framing Los Angeles to its north and South Dakota’s Black Hills Forest Reserve, and any number of others straddling the Rockies, came into being because of staunch local support that drew on an intersecting array of on-the-ground interests. Their vocal engagement caught the ear of representatives, senators, and presidents, shifting the political dynamic.

However democratic, this groundswell of opinion dovetailed with the oft-violent dispossession of native peoples from their ancestral lands. Justification for the wholesale appropriation of tens of millions of acres, as revealed in the path-breaking work of historians Mark David Spence, Karl Jacoby, and Theodore Catton, depended on the Doctrine of Discovery (a European conceit that exploration and conquest produced sovereignty) and Manifest Destiny (an American version of the same disruptive claim). For Native Americans, Jacoby writes, conservation “was inextricably bound up with conquest—with a larger conflict over land and resources that predated conservation’s rise.” The United States forcibly removed some people so that others might flourish. The establishment of the national forests, then, codified this brutal process of settler colonialism.(4)

That the indigenous nations were written out of the narrative of the public lands is captured in a small booklet—The Use of the National Forest Reserves—the Forest Service published on July 1, 1905. It speaks glowingly of how settlers and homesteaders can utilize these new forests. It details the permitting process that will allow prospectors, miners, grazers, and loggers to exploit the relevant resources they require. It identifies the mechanism by which counties will receive ten percent of the tax receipts these forests would generate to underwrite local school and other community needs. It extolls the conservation ethic that undergirds the Forest Service’s objectives:

The vital importance of forest reserves to the great industries of the Western states will be largely increased in the near future by the continued steady advancement in settlement and development. The permanence of the resources of the reserves is therefore indispensable to continued prosperity, and the policy of this Department [of Agriculture] for their protection and use will invariably be guided by this fact, always bearing in mind that the conservative use of these resources in no way conflicts with their permanence.(5)

That said, not everyone would enjoy the bounty of that projected future. Evidence for this is manifest in the fact that there is nary a word about those who had managed these landscapes for millennia, those whose stewardship practices the Use Book now criminalized. A penalizing, Beth Rose Middleton observes, that has had “ongoing consequence for indigenous identity, culture, and survival.”(6)

This erasure and the resulting inequalities of access and power was reified two years later when the forest reserves were officially renamed national forests. To mark the occasion, on June 14, 1907, the agency issued a newly retitled Use Book to reflect this shift in nomenclature. Still, like its predecessor, The Use of the National Forests makes a case for democratic participation in these forests’ management that could have significant implications for reengaging with Native American stewardship models. “There are many great interests on the National Forests which sometimes conflict a little,” the 1907 Use Book affirms. “They must all be made to fit into one another so that the machine runs smoothly as a whole,” a desired harmony that often made it “necessary for one man to give way a little here, another a little bit there.” Acknowledging that “National Forests are new in the United States, and the management of the vast resources is a very difficult task,” the text admits that “[m]istakes are bound to be made at first, and have been made. It is the users themselves who can be of chief assistance in doing away with bad methods.”(7)

Among those who have been pushing back against some of these “bad methods” are Native American tribes, who Theodore Catton in his recent book American Indians and National Forests (2016) characterizes as the “most marginalized minority group in the United States.”(8) He tracks their determined efforts beginning in the mid-20th century to reclaim access to ancestral territory, secure long-ignored treaty rights to riparian and terrestrial resources, and, in some cases, demand the opportunity to co-manage forests and grasslands under the Forest Service’s purview. Among its other positive responses to this growing pressure, Catton explores a small set of cooperative projects in the field and, within the Washington office, two noteworthy initiatives: in 2006 the agency established The Office of Tribal Relations and soon thereafter incorporated “Native knowledge in the new planning rule.”(9)

These are baby steps, to be sure, as Catton’s tentative conclusions suggest. But they are worth lighting a candle (if not 110)—in cautious celebration of and as steadfast encouragement for much greater, collaborative-driven change in the years ahead.

There’s a good deal of misinformation about how Theodore Roosevelt refused to allow a Christmas tree in the White House because of “environmental concerns.” A bit of research kept turning up variations on the story about the ban and how his son Archie smuggled one in against his father’s wishes, which provoked an angry reaction. Some versions of the story include dialogue between father and son, and some have the children involving Gifford Pinchot, the federal chief of forestry, to defend their actions. The incident is even the subject of a children’s book by Gary Hines which, though historical fiction, is no farther from (or closer to) the truth than the historical record as it now exists.

While the Roosevelts’ lack of a tree was not a complete break in tradition—a holiday tree in the White House did not become established annual practice until the 1920s—it was still a notable exclusion. Prior to Roosevelt, Christmas trees were a fairly rare occurrence in the White House. Legend has it that the fifteenth president, James Buchanan, had the first tree, but even that is disputed, with some sources saying Franklin Pierce had the first one in 1853. (Keep in mind that as late as the 1840s, most Americans viewed Christmas trees as pagan symbols; the day itself was treated with great solemnity.)

Nevertheless, nineteenth-century American households typically didn’t put one up unless there were young children in the house; they placed the presents under or even on the tree for the tykes. Presidents Grant and Cleveland both had Christmas trees in the White House only because they had young children, while presidents without young children had no tree. Interestingly, on their website, the White House Historical Association claims Benjamin Harrison had the first recorded Christmas tree in 1889 but makes no mention of any before then, and that electric lights were first used on a Christmas tree in 1894.

Regardless of its origins, by Roosevelt’s presidency, a growing opposition to Christmas trees was reaching its peak. Many among the general public opposed cutting trees for the holiday because of the injurious impact on forests, the destructive methods used to harvest them, or the overall perceived wastefulness of the practice. The U.S. Forest Service Newsclipping Files in the FHS Archives contain numerous newspaper editorials from around the turn of the century strongly challenging the practice. The Hartford Courant in 1902 commented that “the green has become a nuisance, there is so much of it.  Everything from a church to a saloon has to be decorated. The result is that the woods are being stripped and an altogether endless sacrifice is going on, not in obedience to any real need but just to meet the calls of an absurd fad.” In what sounds like the debates over natural vs. artificial trees today, others called for artificial substitutes such as wire Christmas trees:

President Roosevelt himself was on record as opposing destructive lumbering practices, though he doesn’t appear to have singled out the practice of harvesting Christmas trees. (It is worth noting that Chief Forester Pinchot actually saw nothing wrong with the practice, and by 1907 was even urging the creation of businesses specifically for growing them.) A few contemporary newspaper articles note how family tradition held that the Roosevelts never had one. Unphased, each year the press enjoyed speculating about whether the family would have a tree. It was expected that Roosevelt—the father of six children—would have a tree in the White House despite this. What happened in 1902 made the news, however, and soon passed into legend.

This much we know for certain: in 1901, having moved into the White House only a few months before, the Roosevelt children enjoyed a tree at their cousin’s house but not in their own home. In 1902, Roosevelt’s eight-year-old son Archie “had a little birthday tree of his own which he had rigged up” in a big closet with help from “one of the carpenters.” There’s no mention of lights—that’s only implied when saying the tree was “rigged up.” Archie decorated it with gifts for each family member and even the family pets. Afterward, they adjourned to another room where everyone opened their presents. Roosevelt, in a letter written the next day to a friend of the children’s, discussed the tree but did not offer a reaction to it.

Yet, with that tree, it seems that Archie may have begun a family tradition. In a letter to his sister Corrine Robinson penned on December 26, 1906, the president writes:

Archie and Quentin have gradually worked up a variant on what is otherwise a strictly inherited form of our celebration, for they fix up (or at least Archie fixes up) a special Christmas tree in Archie’s room, which is the play-room; and the first thing we had to do was to go in and to admire that. Meanwhile, two of the children had slipt [sic] out, and when we got back to our room there was a small lighted Christmas tree with two huge stockings for Edith and myself, the children’s stockings (which included one for [son-in-law] Nick) reposing, swollen and bulging, on the sofa.

On page two of a letter written to his sister Anna Cowles, whom he called “Bye,” on Christmas Day 1907, he mentions in passing that on that afternoon, following a full day of horseback riding and visiting friends, “there was a Christmas tree of Archie’s.” The comment was offered so casually that it appears that Archie having a tree was not only not a surprise, but that it was expected. This might explain why the children had provided a tree especially for their parents the year before—to surprise them once again as they had in 1902.

Incidentally, newspaper articles from 1903 to 1908 mention that there will be no tree that year but speculate about what will happen and if Archie will pull a fast one. Some articles from 1903, 1904, and 1905 claim Archie had a secret tree each of those years, with the writers essentially repeating the events of 1902 as if it just happened for the first time. Oddly, the articles are dated December 24th or even the 25th. But, as previously stated, we know for certain that Archie did have a tree in 1906 and 1907, and that from President Roosevelt’s letter in 1906 we can infer that Archie had one in the years between 1903 and 1905.

The first lengthy account of Archie’s first tree may have been in a Ladies Home Journal article from December 1903 written by Robert Lincoln O’Brien, former executive clerk at the White House. In his account of the events of Christmas 1902, O’Brien claims that Quentin’s nurse suggested enlisting the household electrician to rig up lights. He also recounts the unveiling of the tree, which was the top of an evergreen no more than two feet high and purchased for twenty cents. He quotes Archie as saying at the time of the unveiling, “Just look here for a minute. I want you to glance into this old closet,” before pressing a button to turn on the lights and opening the closet door. O’Brien wrote, “All the family were there, as was Quentin’s nurse, but none appeared more astonished than Mr. Roosevelt himself at the sight of this diminutive Christmas tree.”

O’Brien also addresses the rumors as to why the Roosevelt family didn’t have a tree in previous years. He says some speculated that “the President’s love for the living things of the forest in their own natural setting” was so great “that he prefers not to encourage the wanton slaughter of small trees.” O’Brien summarizes the debate over “the Christmas-tree practice” as being between those who believe “that trees are made for the use and enjoyment of man” and “man might as well pick out what he wants,” versus those who believe that “best-shaped trees” are the ones selected for holiday harvest and “are the very ones that the world can least afford to lose.” Instead, he writes, it’s a matter of personal preference. The family was so large, and with nearly every room in the White House “overloaded with things” during the holiday season, displaying trees “would only add so much more.” Rather, Mr. and Mrs. Roosevelt desired to enjoy Christmas as simply as possible.

The environmental arguments circulating in 1902 soon became the reason for the ban, despite such explanations to the contrary. In a December 1909 article in the Oregonian about the history of Christmas in the White House, the motive for banning the Christmas tree, in language that closely echoes O’Brien, is linked to “the wanton destruction of small evergreen trees at Christmas time.” But then, the reader is told, “Mr. [Gifford] Pinchot, the Government’s chief forester, sided with Santa Claus and showed how Christmas tree cutting did the forests good in many places. So the second [w]inter the Roosevelts spent in the White House Old Kris conspired with roguish Archie to give the family a real Christmas tree, whether the nature-loving President liked it or not.” Here, for the first time, Forest Service Chief Gifford Pinchot is drawn into the drama—and sides with the children by discussing the benefits of selection cutting. This author is vague about who Pinchot lectures on the topic, but the message gets through to the President and he relents in the face of science.

Fast-forward 80 years, and the story is twisted even further and becomes almost fantasy. In a December 1988 article in The Northern Logger and Timber Processor, Dick O’Donnell introduces several errors (for starters, the story occurs in 1905, and he claims that this incident started the White House Christmas tree tradition) and veers so close to historical fiction that I won’t even bother further deconstructing and critiquing his account. But O’Donnell does spin a great yarn. He tells us with a straight face that, in 1905, Archie has the idea for the tree but Quentin is worried by their father’s ban. Archie’s solution is to pay Forester Pinchot a visit and enlist their father’s friend and adviser for help. He not only sides with them, but then Pinchot proceeds to teach President Roosevelt about selection cutting. The president then calls a press conference to announce a change in forest management policy on federal lands. But perhaps the conversations O’Donnell conjures up between Archie and Quentin, and between Roosevelt and Pinchot, gave Gary Hines the basis for his wonderful children’s book. So it can’t be all bad.

We are trying to answer the following questions: What were the real reasons behind why Roosevelt did not allow a tree in the White House?  And how and when did the crux of the current legend—that Roosevelt banned trees from the White house due to environmental concerns—come about? Did Roosevelt ever oppose the Christmas tree due to concern for America’s forests, or is this all just a case of when the legend becomes fact, print the legend?

On October 17, 1916, the Pisgah National Forest was the first national forest established under the Weeks Act of 1911. Written by FHS historian Jamie Lewis, this post was originally published in the online version of the Asheville Citizen-Times on October 14, 2016, and in print on October 16 to mark the centennial.

“When people walk around this forest … at every step of the way, they’re encountering nature, some of which has been regenerated by the initiatives of those generations they know not—they know nothing about. And I think that that’s ultimately the greatest gift: that you’ve given to them beautiful, working landscapes and you don’t know where they came from.”

Historian Char Miller closes our new documentary film, America’s First Forest, by acknowledging those who labored to create the Pisgah National Forest, which celebrates its centennial on October 17. We chose that quote because it simultaneously summed up the Pisgah’s history and looked to its future by implicitly asking who would carry on the work of the early generations in managing this national forest.

Miller is right. The Pisgah is a gift from many people—some whose names are familiar but many whose names are not. Most have heard of George Vanderbilt, or his Biltmore Estate. His greatest gift, however, was not to himself but to the nation. He hired renowned landscape architect Frederick Law Olmsted to design Biltmore’s grounds. Creator of New York’s Central Park and other urban green spaces, Olmsted saw in this project opportunity to give back to the nation, and through Vanderbilt a way to do so. In 1890, Vanderbilt needed a forester. America needed forestry. Olmsted advised hiring a professional forester who would demonstrate to America that one could cut trees and preserve the forest at the same time.

Vanderbilt hired Gifford Pinchot, who then crafted the first-ever sustainable forest management plan in the United States. Pinchot later gave back to the country in his own way: in 1905, he established the U.S. Forest Service, providing the nation with an institution to manage its national forests and grasslands. But before leaving Vanderbilt’s employ in 1895, Pinchot did two things: he facilitated Vanderbilt’s purchase of an additional 100,000 acres, which Vanderbilt named Pisgah Forest, and he recommended hiring German forester Carl Schenck to implement his management plan.

Schenck’s “experimental” practices not only restored the forest but also improved its wildlife and fish habitat. This turned Pisgah Forest into a revenue source as well as a playground for its owner: a sustainably managed forest can provide all those things and more.

In 1898 Schenck established the Biltmore Forest School—the country’s first forestry school—to educate men wanting to become forest managers or owners. Many of the nearly 400 graduates also served in the Forest Service. The impact of Schenck’s gift is still seen on public and private forests today. Thankfully Congress preserved the school grounds as the Cradle of Forestry in America historic site.

These men are not the only ones to thank for the Pisgah National Forest. In 1899 Asheville physician Chase Ambler mobilized citizens to protect the region’s scenery and climate. Pressured by conservation groups from the South and New England, Congress passed the Weeks Act of 1911, which empowered the federal government to purchase private land for the Forest Service to manage. This legislative gift pleased not only preservationists like Ambler by protecting scenery and recreation areas, but also conservationists because the land remained available for logging and other extractive activities.

In 1914 George Vanderbilt’s widow, Edith, sold Pisgah Forest for a fraction of its value in part to “perpetuate” the conservation legacy of her husband, and as a “contribution” to the American people. Pisgah Forest became the nucleus of the Pisgah National Forest, the first established under the Weeks Act, and Biltmore Forest School graduate Verne Rhoades became its first supervisor, in 1916.

But that is the past. The future of the Pisgah National Forest (and its neighbor the Nantahala) is being written now. The U.S. Forest Service is drafting a forest management plan to guide how it manages the forests for the next dozen or so years. At public meetings, the Forest Service has been hearing from citizens and groups like the Pisgah Conservancy to help it craft the forest’s future. Like Carl Schenck and Vern Rhoades before them, Pisgah’s current managers face great uncertainties, only now in the form of forest pests and disease, climate change, and a place so attractive that its visitors are “loving it to death.” Those who cherish the Pisgah for its “beautiful, working landscapes” can honor those who gave us that gift by continuing to sustainably manage it. That can ultimately be our greatest gift to future generations.

The following is an op-ed piece by FHS staff historian James G. Lewis that appeared in the Asheville Citizen-Times on August 9, 2015, in honor of Gifford Pinchot’s 150th birthday on August 11. 

Born just after the guns of the Civil War fell silent, he died the year after the first atomic bomb was dropped. He was, in his own words, a “governor every now and then” but a forester all the time. Indeed, Gifford Pinchot, born 150 years ago on Aug. 11, served two terms as Pennsylvania governor but is best known as the first chief of the U.S. Forest Service (established 1905), which today manages 192 million acres. He also created the Society of American Foresters (1900), the organization that oversees his chosen profession, and the Yale School of Forestry and Environmental Studies (1900), the oldest forestry school in America. And just south of Asheville, in the Pisgah National Forest, is the Cradle of Forestry in America, both of which exist in part because of him.

But perhaps his greatest legacy is his prescient call, made 75 years ago, for conservation as the foundation for permanent peace.

When Pinchot enrolled at Yale College in 1885, his father encouraged him to pursue forestry. It was a radical idea. The United States had no forestry school, no working foresters, no land being managed on scientific principles. To become a forester, in 1889 Pinchot traveled to Europe. There he met Sir Dietrich Brandis, who was leading British forestry students on tours of sustainably managed forests in Germany. The best way to introduce forestry to the United States, Brandis told him, was to demonstrate that scientific forest management could earn a private landowner a steady income.

Pinchot came home in 1890 full of ideas but few job prospects. Through family connections, he learned of George Vanderbilt’s great undertaking in Asheville. Vanderbilt hired him to be his estate’s—and thus the nation’s—first working forester. When some of Pinchot’s employees began asking why he did things a certain way, like selecting only some trees to cut instead of cutting them all, he decided to teach them in the evenings.

Pinchot didn’t have the temperament to be a teacher, and the classes, such as they were, didn’t last. But fortunately for America, his forestry exhibit at the Columbian Exposition of 1893 and accompanying booklet, Biltmore Forest, attracted wider attention, and he left Biltmore in 1895. On his recommendation, Vanderbilt hired Carl Alwin Schenck, another Brandis protégé, who in 1898 established the Biltmore Forest School, the first forestry school in America.

In 1898, Pinchot was appointed chief of what would become the U.S. Forest Service. He and his friend President Theodore Roosevelt made forestry the focus of a national conservation movement. The two held national and North American conservation conferences before Roosevelt left office in 1909. An international one was scuttled after Pinchot was fired by President Taft in 1910.

A political progressive, Pinchot next plunged into politics. No matter what office he ran for—governor, senator, representative—he advocated for human rights and sustainably managed natural resources. In the 1930s, he watched as Europe and Asia waged wars in large part over access to natural resources. His 1940 observation that “international co-operation in conserving, utilizing, and distributing natural resources to the mutual advantage of all nations might well remove one of the most dangerous of all obstacles to a just and permanent world peace” rings louder even today and is a premise of the just-released UN Sustainable Development Goals.

Although planting a tree or visiting the Cradle of Forestry are good ways to commemorate Gifford Pinchot’s 150th birthday on Aug. 11, the best way to honor America’s first forester is to continue working for conservation and, by extension, world peace.

Austin Cary, one of the great unsung heroes of American forestry, was born this date in 1865 in East Machias, Maine. A Yankee through and through, he found professional success in the South, eventually becoming known as the “Father of Southern Forestry.” In 1961, twenty-five years after Cary’s passing, his biographer Roy R. White wrote of him:

In contrast with his more renowned contemporaries, Austin Cary was an obscure logging engineer in the Forest Service. Yet the story of the life and work of this latter-day Johnny Appleseed has reached legendary proportions in the southern pine country. Cary, a New England Yankee, dedicated himself to the awesome task of bringing forestry and conservation to a region reluctant to accept, and ill-equipped to practice, these innovations. His success places him in the forefront of noted American foresters and his character warrants a position peculiarly his own.

What makes Cary an intriguing historical figure was his unorthodox, nonconformist approach to life and work. He hailed from an old, well-to-do family whose wealth made him financially independent. By the time he graduated at the head of his class from Bowdoin College, where he majored in science with emphasis on botany and entomology and received the A.B. degree in 1887 and the M.S. in 1890, he was already known as a “lone wolf” comfortable tramping alone in the woods. Despite his refined upbringing, he was called blunt and tactless, and that was by his friends. The “dour New Englander” struggled in several different jobs before finding his niche, in part because of his personality. He moved from industry forester in New England to college instructor (Yale Forest School, 1904-1905; Harvard, 1905-1909), and then in 1910, to logging engineer in the U.S. Forest Service.

Between 1898 and 1910, Cary kept asking for a job with the Forest Service. Chief Gifford Pinchot refused to hire him, though, perhaps because of his personality, more likely because of philosophical differences. Cary strongly believed that private forestry, and providing economic incentive to private land owners to hold land and reforest it, was the nation’s best hope for conserving America’s forests, whereas Pinchot had staked his agency’s position on the federal government dominating land management. Only after Pinchot’s dismissal in 1910 did Cary get hired by the Forest Service—by Pinchot’s replacement and Cary’s former boss at Yale, Henry Graves, who supported Cary’s position to some extent.

After graduation in 1890, Cary worked on a freelance basis as a land cruiser and surveyor in northern New England, publishing his research findings on tree growth, cutting methods, entomology, and the life cycles of northern Maine trees. His writings gave him some connections and influence in industry. After he traveled abroad several times, particularly to the Black Forest of Germany, to study forestry practices and returned in 1898, he found work with the Berlin Mills Company in New Hampshire as the first company forester in North America. Thus began a lifelong battle to persuade industrial forestland owners to embrace and undertake long-range planning of cutting, planting, and land use. Opposition to such ideas in the North did not deter him, nor did it in the Pacific Northwest, where the Forest Service sent him in 1910. The timber barons had millions of acres of virgin forests they could cut; they saw no incentive to log conservatively and reforest afterwards.

Cary didn’t fit in there and relations deteriorated. Given the choice of assignments in 1917, Cary choose the South, where the Forest Service had little presence and he could create his own program. “Significantly,” White tells us, “he planned an appeal to southern landowners and operators, large and small. It would be necessary, he knew, to influence a people generally hostile to strangers, notoriously averse to change, and shackled by a near-feudal economy.” The “lone wolf” found a home in the southern woods, which were (and still are) largely privately owned and at the time in need of intervention. Though his title was that of logging engineer, he operated as a roving extension forester.

When he arrived, the South’s First Forest was nearly exhausted. “Into the void of southern forestry he intended to introduce forest practices which would assure a second timber growth on the barren, smoldering land,” wrote White, where fire was widely used. The Forest Service campaigned to eliminate it from southern forests; Cary defied them because he saw the ecological role fire played, and instead encouraged landowners to experiment with what are now called prescribed burns. Somehow this direct, straight-shooting Yankee won over Southern landowners. He was not allied with one large company and they didn’t really think of him as Forest Service; they were charmed by “his disrespect for propriety and authority” and his personality. Their conservatism matched his, and he became a staunch defender of their practices and land rights. This culminated in a bitter denunciation of the New Deal–era federal land acquisition in 1935, captured in an open letter to President Franklin Roosevelt that Forest Service officials initially tried to suppress. In the end, they decided it was less painful to suffer his opposition than to silence him, and allowed the letter to be published in the Journal of Forestry. Thumbing his nose at the ultimate authority was his last significant action before he retired in 1935.

“With a new forest turning the South green once again,” he decided to “‘bang around less…live more quietly'” and retired to Maine. He died on April 28, 1936. The well-managed private forestlands in both New England and the South are just a portion of his impressive legacy.

In this article-length guest blog post, retired U.S. Forest Service research forester Stephen F. Arno discusses why fire management is impeded today and says we need to look at the history of fire policy in tandem with the development of the science of disturbance ecology to gain a better understanding of the issue. 

Numerous books and commentaries have described the century-long evolution of forest fire policy in the United States. However, rarely have these accounts focused on one of the seminal factors that provoked a transformation in policy and fire-control practices—namely, expanding knowledge of fire ecology.

Soon after its inception in the early 1900s the U.S. Forest Service adopted a policy that can be described as “fire exclusion,” based on the view that forest fires were unnecessary and a menace.[1] In the late 1970s, however, the agency was compelled by facts on the ground to begin transitioning to managing fire as an inherent component of the forest.[2] This new direction, “fire management,” is based on realization that fire is inevitable and can be either destructive or beneficial depending largely on how fires and forest fuels are managed. Despite the obvious logic of fire management it continues to be very difficult to implement on a significant scale. To understand why fire management is impeded and perhaps gain insight for advancing its application, we need to look at the history of fire policy in tandem with the development of the science of disturbance ecology. It is also important to review changing forest conditions and values at risk to wildfire. Certain aspects of the situation today make it more difficult to live with fire in the forest than was the case a century ago.

This story begins with the emergence of the profession of forestry in America at the turn of the twentieth century. The first professional foresters in the United States were educated in humid regions of Europe, where concepts of forestry developed primarily to establish tree plantations on land that had been denuded by agrarian people seeking firewood and building material and clearing forestland for grazing.[3] Native forests in these regions had largely disappeared long before, and fire in the forest was considered an undesirable, damaging agent. In retrospect, the European model of forestry didn’t apply very well to the vast areas of North American forest consisting of native species that had been maintained for millenniums by periodic fires. For instance, much of the Southeast and a great deal of the inland West supported forests of fire-resistant pines with open, grassy understories, perpetuated by frequent low-intensity fires.

From the outset, American foresters had to confront damaging wildfires, often caused by abandoned campfires, sparks from railroads, and people clearing land. Arguments for “light burning” to tend the forest were first made in print during the 1880s, before there were forest reserves or an agency to care for them.[4] Timber owners in northern California liked setting low-intensity fires under ideal conditions as a means of controlling accumulation of fuel. Stockmen liked to burn in order to stimulate growth of forage plants. Settlers used fire for land clearing and farming. Romanticists favored it for maintaining an age-old Indian way of caring for the land.

Fire historian Stephen Pyne concludes that there was no presumptive reason why American forestry should have rigorously fought against all forms of burning in the forest.[5] What the new government foresters like Gifford Pinchot and William Greeley refused to accept was that frontier laissez-faire burning practices could be allowed to coexist with systematic fire protection, which increasingly became the forester’s mission. But foresters saw light burning as a political threat, and they refused entreaties from advocates of burning to develop procedures for applying fire as a forestry practice.[6] Ironically, promoters of light burning were in a sense recognizing that it is important to account for natural processes in managing native forests, a concept termed “ecosystem management” when it was finally endorsed by the chief of the Forest Service in 1992.[7]

The “light burning” controversy ramped up considerably in 1910. President William Howard Taft, who succeeded Theodore Roosevelt in 1909, appointed Richard Ballinger as Secretary of the Interior. Soon Ballinger was accused of virtually giving away federal coal reserves to his industrialist friends by Forest Service Chief Gifford Pinchot, who publicly denounced Ballinger for corruption. Unable to control Pinchot, President Taft fired him in January of 1910, an action that sparked a national controversy since Pinchot was highly respected as a leader of the conservation movement. The fact that Pinchot’s nemesis, Ballinger, supported light burning—stating “we may find it necessary to revert to the old Indian method of burning over the forests annually at a seasonable period”—certainly didn’t help that cause gain favor with foresters. By unhappy coincidence, in August 1910, the same month that “the Big Burn” consumed 3 million forested acres in the Northern Rockies, Sunset magazine published an article by timberland owner George Hoxie calling for a government program to conduct light burning throughout California forests.[8] (The fact that the Big Burn occurred primarily in wetter forest types more susceptible to stand-replacing fire than most California forests was not generally recognized nor understood, in large part because there was little understanding of forest ecology at the time.) After the Big Burn, Forest Service leaders claimed they could’ve stopped the disaster if they’d had enough men and money. That mindset took hold of the agency and echoes down through to today in some corridors.

In October 1910, Pinchot’s successor Henry Graves visited T. B. Walker’s extensive timberlands in northeastern California.[9] Graves viewed tracts of ponderosa pine-mixed conifer forest that Walker’s crew had methodically “underburned” (a low-intensity surface fire under the trees) after the first fall rains in order to reduce hazardous fuel and brush. Graves didn’t deny the effectiveness of the treatment, but felt it was bad to kill seedlings and saplings. More than that, he didn’t like the idea of condoning use of fire in the forest. It didn’t help that one of Walker’s light burns had escaped earlier in the year and raced across 33,000 acres before submitting to control. Then, like now, deliberate burning in the forest was not risk free; however, light burning was aimed at reducing the greater hazard of severe wildfires.

What began as a millionaire’s dream, a genius’s vision, and a forester’s labor is now being captured in a Forest History Society documentary film. This spring the Forest History Society joined forces with Bonesteel Films to produce First in Forestry, a documentary film about Carl Alwin Schenck and the Biltmore Forest School. Principal photography for the interviews and re-creation footage began in earnest last month, and yours truly was there to witness the excitement and action, consult a bit, and try to look like I know what I am doing.

For those not familiar with our story, George Vanderbilt’s Biltmore Estate in Asheville, North Carolina, is where the first large-scale forest management effort was carried out in the United States under the direction of Gifford Pinchot and Carl Schenck. Schenck also established the first school of forestry in North America. Several of the nearly 400 men who graduated from his school went on to become leaders in American forestry in the first half of the 20th century. Much of the land they worked and learned on is now preserved as the Pisgah National Forest. The story of Carl Schenck and his work at the Biltmore is the focus of the film.

Director Paul Bonesteel strongly believes that including re-creation footage will draw in today’s audiences, and we couldn’t agree more. He used this technique with great success in two other films that have aired on PBS, The Mystery of George Masa and The Day Carl Sandburg Died.

Critical to that success is finding the right actors to portray historical figures, in this case, finding forester Carl Schenck (not Finding Forrester).

We are fortunate to have the cooperation of the U.S. Forest Service and the Cradle of Forestry National Historic Site in making the filming possible. We’re using locations found throughout the Pisgah National Forest and at the Cradle of Forestry.

As you might imagine, it takes a number of talented people behind the scenes to make the action in front of the camera look good and convincing. The folks at Bonesteel Films are top-notch and really pleasant to work with. Early calls and long days don’t dampen spirits. Not even a relentless rain storm stopped our filming interviews one day. We just moved to a new location. Fortunately, when it was time for shooting re-creation footage in the forest we had good weather.

One of the things that excites us about working with Bonesteel Films is Paul’s skill in mixing traditional documentary film-making style (historical photographs and interviews with historians) with re-creation footage that works like a historical photograph brought to life. But without good interviews, the film could suffer. So we brought in one of the best at on-screen interviews, Char Miller. You may know him from such films as The Greatest Good and The Wilderness Idea.

Not all of the film will be “talking heads” and re-creation footage. This is not just a story of the people, but the story of the place. The Pisgah region and the Southern Appalachians are one of the most beautiful places in the world in my opinion. You can’t ask for a better backdrop for filming. It’s why so many Hollywood films are made there, too.

For a few months now, whenever he gets a chance, Paul has been shooting footage that will capture and convey that beauty. He has plenty of experience doing so because of his film about George Masa and commercial work for the Biltmore Estate.

One of the things you often hear about with actors and film sets is how groupies sneak on to the set to watch filming. I’m hear to tell you it’s true. We’re going to beef up security for the next round of filming. We can’t allow set crashers who then peddle gossip to the tabloids.

We asked Andy Mason of the National Capital chapter of the Society of American Foresters to share with us what he recently learned about a family with deep forestry roots.

Shirley Ann Mattoon was there on September 24, 1963, joining the large crowd that welcomed President John F. Kennedy to Milford, Pennsylvania, and Grey Towers for the dedication of the Pinchot Institute for Conservation. On this day, Gifford Pinchot’s ancestral home, was given by the Pinchot family to the American people and is now managed as a national historic site by the U.S. Forest Service. Known to her friends as “Sam,” now 88 years old, Shirley was a celebrity at the 50th anniversary of the 1963 dedication. She had many other stories to tell us about that day and her family of foresters with connections to Pinchot as we sat and enjoyed appetizers and sipped wine on a beautiful moonlit fall evening on the lawn in front of the Grey Towers mansion.

Sam’s husband, John A. Mattoon, a second-generation forester and U.S. Forest Service employee, was also there in 1963 with just a few things on his mind. John worked for the national “I&E” office (Information and Education office, known today as the Office of Communication and Conservation Education), and with the chief of I&E (his boss) on assignment in Europe, John had a major role in coordinating the president’s visit and the event.

When he retired in 1983, John A. Mattoon had more than 40 years of federal service that began in World War II, when he served as a naval aviator flying a Curtiss Helldiver bomber with the 88th squadron on the aircraft carrier USS Yorktown. For several heroic actions in the Pacific, he earned two Distinguished Flying Crosses and two Air Medals. He graduated from Penn State before the war and received a master’s degree from the Yale School of Forestry in 1950.

Early in his distinguished natural resources career, in the 1950s, John A. Mattoon was district ranger on national forests in Colorado, Oregon, Utah, and Washington. He transferred to the Washington Office, where he worked closely with Forest Service artist Rudy Wendelin and others to help promote Smokey Bear into the icon it remains today. While in Washington, Mattoon and Wendelin also worked together to design the agency’s shoulder patch that was used beginning in 1963 until the early 1970s.

After 24 years with the U.S. Forest Service, Mattoon transferred to the Bureau of Land Management (BLM) and continued his work to promote conservation and educate the public about it. He had a major role in developing the advertising campaign for Johnny Horizon, BLM’s very successful symbol of the late 1960s and early 1970s that encouraged litter cleanup and brought attention to air and water pollution and other issues. He also worked for the U.S. Fish and Wildlife Service and ended his federal career in the Department of the Interior working on the Alaska pipeline and the Endangered Species Act, among other issues. When he retired in 1983, his colleagues presented him with a framed simulated press release that described how he was widely admired throughout his long career by coworkers, the conservation community, and the news media for his “outstanding personal and professional integrity, unswerving loyalty, and dedication to open communication.”

The forestry roots of the Mattoon family go deep. John A. Mattoon’s father, Merwin “Chic” Mattoon, was also a Yale Forestry School graduate (class of 1914) and the second forest supervisor of the Pisgah National Forest in North Carolina. The Pisgah was the first national forest established under the Weeks Act of 1911 and included a portion of the Biltmore Estate, where Gifford Pinchot first put scientific forestry to work in America. The first school of forestry in the United States—the Biltmore Forest School—was also there, now preserved as the Cradle of Forestry in America National Historic Site.

And the family roots go even deeper. Merwin Mattoon married Marguerite McLean of Simsbury, Connecticut, Gifford Pinchot’s birthplace and early childhood home. Pinchot was close friends with another McLean family member, George P. McLean. Gifford and George were said to be “soulmates” and loved the Simsbury woods. George would gain fame as governor of Connecticut and a three-term U.S. senator. Gifford also knew George’s brother, John B. McLean; the two reportedly met in 1895 to help establish the Connecticut Forestry Association. Merwin was also personal friends with Gifford Pinchot and would fish with him as well as with L. L. Bean. Both Merwin and Marguerite Mattoon are buried in the Hop Meadow cemetery at Simsbury. William “Bill” Cox, grandson of Merwin, great-grandson of John B. McLean, and nephew of John and Sam Mattoon, lives in Simsbury.

The Mattoon family tree includes yet one more forester: Wilbur Reed Mattoon, Yale Class of 1904. Known as W. R. or “Matty,” he was one of the first extension foresters who worked throughout the South to promote farm forestry and the possibilities of growing timber in that region. He is recognized for his many publications and speeches and as one of the best writers in the Forest Service on forestry matters (from 1959 oral interview with Elwood L. Demmon, Asheville, by Elwood R. Maunder, Forest History Foundation, Inc.). One example of his work is “Forestry Lessons on Home Woodlands” (USDA Department Bulletin No. 863), issued in 1920.

Through their associations with Gifford Pinchot, the U.S. Forest Service, other conservation agencies and organizations, the Yale School of Forestry, and a love of the woods, the Mattoons and McLeans certainly had a role in shaping early forestry and conservation in the United States. MILFORD, Penn., Sept. 24—

The helicopter landed exactly on time. It was 1 p.m.

The door opened and became a ramp and this man came out.

It was the start of a hectic 70-minute visit by Pres. John F. Kennedy to Grey Towers in Milford yesterday afternoon.

Mr. Kennedy, dressed in a neat blue suit with a faint pin stripe, white shirt and matching tie, moved towards a waiting convertible with the inevitable secret service men providing a way through the press of the crowd. The familiar shock of brown hair looked lighter than it does in most pictures and the white teeth shone in a constant smile. He is deeply tanned.

The president entered the third car in the six car entourage that moved slowly through a field to the road leading to Grey Towers. The road was lined with state police, foresters and Milford fire police. The landing field was some 200 yards from the amphitheater where a crowd estimated at over 12,000 waited. Some had been there since early morning, coming to get a good place to stand in front of the 20-foot stage where the ceremonies were scheduled to be held….

But as the hour neared 1 p.m., the expectation grew and then the great mass of people suddenly knew the president had arrived for the audible noise of the copter blades sounded across the valley even though the Delaware Valley high school band was providing musical entertainment. There was a tingle of anticipation that rolled through the sea of humanity even though it would be another 15 minutes before the president would be seen by most of them.

It was a perfect day. Pennsylvania’s Gov. Scranton said later in his speech that it was typical weather for the state and who could dispute it. It was warm. A heavy frost had covered the area in the morning but the sun warmed the earth and by noon it was anything but cool. There was not a cloud in the blueness of the sky….

The president stopped off at Grey Towers and for some ten minutes was greeted by area officials and conservation men from all over the country. He met with them on the terrace and the crowd was enlarged by the stream of reporters and camera men who surged in for information and the hundreds and hundreds of photos that were being taken along almost every stop of the way.

The president went up onto the platform and the band began to play the traditional “Hail To The Chief.” There was a feeling that swept across the great masses. I could sense it sitting near the front. It was a feeling of proudness and a feeling of drama and a feeling that this was a great moment in many lives … lives that could go through an entire lifetime and never again be in the presence of a president of the United States.

It was 70 minutes that would be hard to account for if you had to list every minute but it was, for most of the people, a highlight in their lives that grandchildren not yet born are destined to hear about.

That’s how it was.

This breathless article was written by a newspaper columnist from the town located across the river from Milford, PA. It was one of many that appeared in the Port Jervis Union-Gazette the day after President Kennedy paid a brief visit to Grey Towers to dedicate Gifford Pinchot’s home and the establishment of the Pinchot Institute for Conservation Studies on September 24, 1963. This issue, as well as a special commemorative souvenir edition of the Union-Gazette published the day before Kennedy’s visit, can be found in the U.S. Forest Service History Collection here at FHS.

The trip to Grey Towers was the start of a grueling 4-day, 11-state tour for the president that the New York Times said was “dedicated to conservation but tinged with politics.” But on that cloudless day in Milford, the last thing on the minds of the overflow crowd was politics. They were there to see the president dedicate the estate of Gifford Pinchot, the hometown hero, to the cause of conservation. On September 21, 2013, another crowd will watch as dignitaries gather to commemorate that great event and rededicate the home and the institute that bears Pinchot’s name.

A short time ago, my co-blogger Eben received a query from someone asking for “GP’s 10 commandments.” He had not heard of this and passed the query along to me. “GP” is Gifford Pinchot, and as you probably know, he was the first chief of the U.S. Forest Service and helped develop many of the agency’s policies that still shape the agency today. As the founder of the Society of American Foresters, he also laid the foundation for the profession of forestry.

At first, “GP’s 10 commandments” didn’t ring a bell. Because this is fire season, I thought maybe the person had conflated Pinchot and firefighting and was confusing the commandments with the Ten Standard Fire Orders. After reviewing the note, we decided it wasn’t that. But given Pinchot’s strong religious convictions, his missionary zeal in leading the conservation crusade, and his willingness to martyr himself for the cause during the Ballinger controversy, such a list by that name didn’t seem out of the question. This is, after all, someone who began his memoir, Breaking New Ground, by calling his revered father, James, the “Father of Forestry in America,” claiming in quite a bit of hyperbole, “My Father’s foresight and tenacity were responsible, in the last analysis, for bringing Forestry to this continent.” In addition, he sprinkled fervent language throughout the memoir: “Being a convert to Forestry, I was eager to bear witness to the faith” being the best example.

Feeling puckish, I quickly responded to Eben with what I thought Gifford Pinchot’s Ten Commandments might have been. I can just picture Pinchot coming down the hill from Grey Towers with two tablets in his hands to speak to his green-clad followers and reading these aloud.

  1. I am your Forester thy Chief.
  2. Remember the Transfer Date and keep it holy.
  3. Honor my Mother and my Father.
  4. Thou shalt always capitalize the phrases “National Forest” and “Forestry.”
  5. Thou shalt read daily from The Use Book (1905 edition only).
  6. Thou shalt prevent transfer of the Forest Service to the Interior Department.
  7. Thou shalt not alter the U.S. Forest Service name or shield.
  8. Thou shalt not take Theodore Roosevelt’s name in vain.
  9. Thou shalt not kill a tree before it has matured.
  10. Thou shalt not allow wildfires.

Well, it turns out that what the person was asking for was Pinchot’s Principles—his advice to guide the behavior of foresters in public office. Put forth in a lecture or a series of lectures in the early 1900s at the Yale Forestry School, these were listed as “Maxims for Foresters” in a sidebar for an article in the February 1994 issue of the Journal of Forestry. The list can also be found under the title “Pinchot Principles” as an appendix in the Proceedings of the U.S. Forest Service Centennial Congress, published by the Forest History Society. Without further ado, here they are.

Pinchot Principles

  • A public official is there to serve the public and not to run them.
  • Public support of acts affecting public rights is absolutely required.
  • It is more trouble to consult the public than to ignore them, but that is what you are hired for.
  • Find out in advance what the public will stand for; if it is right and they won’t stand for it, postpone action and educate them.
  • Use the press first, last and all the time if you want to reach the public.
  • Get rid of the attitude of personal arrogance or pride of attainment of superior knowledge.
  • Don’t try any sly or foxy politics because a forester is not a politician.
  • Learn tact simply by being honest and sincere, and by learning to recognize the point of view of the other man and meet him with arguments he will understand.
  • Don’t be afraid to give credit to someone else even when it belongs to you; not to do so is the sure mark of a weak man, but to do so is the hardest lesson to learn; encourage others to do things; you may accomplish many things through others that you can’t get done on your single initiative.
  • Don’t be a knocker; use persuasion rather than force, when possible; plenty of knockers are to be had; your job is to promote unity.
  • Don’t make enemies unnecessarily and for trivial reasons; if you are any good you will make plenty of them on matters of straight honesty and public policy, and you need all the support you can get.

As it turns out, Pinchot was prescient once again. His principles seem as apropos today as they were a century ago.
